Let’s accept reality, city councils in Ottawa and Toronto are little more than talk shows playing to constituents. Council votes eventually pass at the lowest common denominator. Yes, Mayor Watson has his club, but even that majority of council was constrained. Often, Ottawa civic politics is dominated by the urban/rural split with little regard for the city as a single entity. Consensus politics is not leadership and it is not a winning formula.
Leadership is required on the police services file. Roads, sewers and water are traditionally short-changed in the budget process to address new “wants” of councillors and their media-savvy supporters. The cost of consensus building.
