Oregon Gov. Tina Kotek has signed a bill to recriminalize possession of drugs in the state along with its companion funding bill.

The move sets off a 60-day stopwatch for counties to receive grants to begin creating deflection programs that will allow people caught with drugs some form of treatment option instead of criminal charges.

Regardless of who made the call and which county authorities are on board with it, the 23 counties that signaled they would opt in are eligible to receive half of their total grant amount by June 1. The remaining 13 counties can still opt in but would not receive funds until the end of September, although they are able to backdate expenditures starting in July.

The short deadline to push out the initial grant money has forced the committee to make decisions more quickly than some members would have preferred. During a meeting on Tuesday the committee was tasked with deciding how much funding to allocate to tribes, how much to set aside for evaluating the grant application and how much to leave for the 36 counties which may or may not chose to ultimately opt in.

One committee member lamented that the process of deciding how much money to allocate to tribes tends to be an afterthought for many of these grant programs and pointed out that was the case with Behavioral Health Resource Network funding set aside in Measure 110.
