ICYMI: The Nova Scotia Utility and Review Board has dismissed an appeal launched by a community group over Kings County council's approval of a development agreement for a controversial 442-unit phased residential construction project in Canning. Read a...

Concerned citizen Kathleen Purdy presents to Kings County council during a July 26, 2022, public hearing about an application from Parsons Green Developments for a phased 442-unit residential development in Canning. FILE PHOTOCANNING, N.S. — A controversial Kings County council decision to approve a phased multi-unit residential development for Canning has been upheld following an appeal.

The subject properties total 22.24 acres and are in the southeast quadrant of J. Jordan Road and Summer Street. The land is zoned Comprehensive Neighbourhood Development and Residential One and Two Unit . The written decision goes on to state that the board has shown appropriate deference to the choices made by council in the face of conflicting policy directions or “polices with significant value-laden judgements.”

The Community for Responsible Development for District 1 circulated a message to members regarding the UARB decision. It encouraged residents to “continue working kindly with each other to help our community grow in ways that are healthy.” He said members of the community group are disappointed in the UARB’s decision. The fact that the board determined sufficient controls for the proposed project are in place through the development agreement doesn’t help alleviate any of the concerns expressed by area residents.

He said ideas of genuine community engagement and collaboration among developers, architects, and citizens in comprehensive R5 development zones are entirely up to the planning department and council to decide. They can allow for it because the MPS is “permissive”, but they can also not allow it.
