The cash-strapped agency is counting on a return to pre-pandemic fare compliance, anticipating a $6 million increase in fare revenues in 2023. The TTC needs “a reset of social norms to disrupt negative customer behaviour” to ensure the success of its Revenue Protection Strategy, the report says.
