The Supreme Court of Appeal (SCA) has partially upheld an appeal against a ruling concerning a tender awarded by the Department of Defence and Military Veterans for healthcare services to military veterans. Zeal Health Innovations (Pty) Ltd was awarded the tender but the department allegedly failed to make payments as stipulated in the contract.

Zeal Health began providing healthcare and wellness services to 16,000 military veterans on 1 June 2015, after being awarded a tender by the Department of Defence and Military Veterans . The contract, signed on 27 May 2015, was for a period of three years. The department, despite issuing a supplier's advice (Government Order) on 31 July 2015 to facilitate payment of R60 million for services rendered from 1 June 2015 to 30 April 2016, failed to pay Zeal Health.

In September 2015, Zeal Health filed an urgent application in the High Court to compel the department to make the payment. The Supreme Court of Appeal (SCA) has upheld, in part, an appeal against the ruling of the Gauteng High Court in Pretoria regarding this tender
