City council can fund the implementation of new programs to support people in crisis, or double down on growing police budgets and business as usual.

With great fanfare, the City of Toronto unveiled two new community-based nonpolice emergency services in July, augmenting the two launched in the spring. On the face of it, one might think Toronto was surging ahead in the effort to move away from policing social and health issues like homelessness and mental health. Sadly, compared to other cities and our own promises, Toronto is moving slowly.

here in Toronto shocked many. For others, it confirmed a clear fact: police aren’t the best trained nor the most appropriate people to deal with some situations. Mental health issues and vulnerable people in crisis are among them. Cities like Denver, Portland and San Francisco are moving more swiftly on these programs, and Toronto should be too.
