The incident was reported by passers-by when it happened but it took police three days to find John Yuill and Lamara Bell.
Police Scotland tried to "protect its reputation" within hours of the discovery of a car that crashed off the M9, a fatal accident inquiry has heard.
The inquiry at Falkirk Sheriff Court heard that a training sergeant raised concerns about police call centre working practices and branded them "a risk to the organisation", only weeks before the crash. The paperwork was intended "to minimise the risk and protect the reputation of the Police Service of Scotland", the inquiry heard.
"I told her I thought this was a risk to the organisation, which she agreed with. She seemed content that they were going to accept the risk and attempt to train the officers in the way explained." Emails from senior officers showed overtime was touted as a "wonderful developmental and financial opportunity" for staff, but the inquiry heard Inspector Michaela Kerr was pressed for more details regarding training processes.
