The way to tackle the big crises cities face is not by concentrating power but by decentralizing it. Let\u0027s make Ottawa a Charter City.
A city charter, advocated by policy experts, academics and activists across Canada and the world, would give municipalities greater autonomy, including protection from undue provincial interference in local governance.
If the federal government could just decide to change the governance structure of provinces on a whim, there would be massive uproar. The same should be true of provinces changing how municipalities run.Article content In contrast, several American and European municipalities, granted more independence through city charters, have the ability to raise revenue through several different means such as a local sales tax, income tax, a land transfer tax and many other tools. Being able to rely on different revenue streams rather than on an already overburdened property tax base would allow our city stable funding to adequately deal with the many urgent challenges we face.
