The commission, which acts as a mediator that publishes non-binding recommendations to parties when federal government negotiations have stalled, noted that after “many days” of bargaining and mediation, it was evident that there have not been any “true negotiations” between both parties. The operational services group represents roughly 10,400 public servants whose jobs are to keep the lights on and services running in federal government department, such as lightkeepers, ship crews, firefighters, trades-workers and cooks.
