The Ekurhuleni Metropolitan Police Department (EMPD) has launched a new Integrated Law Enforcement Management System (ILEMS) to streamline traffic fine management and operations. The system allows for payment of fines via a COE WhatsApp chatbot or at EMPD offices, replacing the previous Pay City website method. The transition to the new digital platform faced challenges due to resistance from the previous service provider, Syntell, which delayed data handover. Despite these setbacks, the EMPD is committed to fully digitalizing its operations, investing in modern tools like body-worn cameras and license plate recognition systems.

During a media briefing on February 3, the city revealed that it had had a bumpy transition to the new system – with a journey mired in resistance and controversy. However, when it was time for the metro to take over and transition to its new system, it encountered resistance from Syntell. This new system involves the adoption of digital technologies that have the potential to bolster service delivery and save taxpayers billions of rand.
