The Ekurhuleni Metro Police Department (EMPD) is paralyzed in its ability to issue fines due to the expiration of its contract with Syntell, the road safety and fine management service provider. EMPD officials are unable to process fines, warrants, or summons, and the technology for automatic number plate recognition (ANPR) is also unavailable. The city plans to internalize the law enforcement process with an Integrated Law Enforcement Management System (ILEMS), but this system is still under development. The EMPD is facing a leadership crisis with accusations of wrongdoing against both acting chief Julius Mkhwanazi and the suspended former head, Isaac Mapiyeye. This situation leaves the EMPD struggling to maintain order and perform its duties.

JOHANNESBURG - Since October, the Ekurhuleni Metro Police Department has been unable to issue, process or capture fines.

An internal email circulated to staff on 8 January by Ekurhuleni’s chief information officer from the information, communication and technology unit, outlines the city’s intention to internalise the process of law enforcement with an Integrated Law Enforcement Management System . This follows last year's suspension of the unit's former head, Isaac Mapiyeye, who was removed due to sexual harassment charges levelled against him by a woman constable, who has since been promoted to inspector.
