The Department of Cooperative Governance & Traditional Affairs ( Cogta ) is terminating contracts for older participants in the Community Work Programme (CWP) due to budget cuts imposed by the National Treasury. The department says it has no choice but to reduce the number of participants to prevent further unauthorized expenditure. A significant budget reduction of R400 million has severely impacted its ability to sustain the program, threatening stipend payments for February and March 2025.
Participants were informed that their last working day would be in December 2024 and should not report for duty in the new year. The CWP will officially end on 31 January 2025, with final payments scheduled for 25 January. Cogta Minister Velenkosini Hlabisa defended the decision, stating that participants are enrolled to acquire skills and exit the program once they have acquired the necessary skills to run their own businesses or seek other employment opportunities
