Fairly or not, the prime minister is simply too widely loathed to play a leading role in the central Canadian issue of our time: national unity

In advance of Thursday’s throne speech, strategists both professional and amateur had advised Canadians to listen for a certain humility — a new tone that we weren’t accustomed to during the four years Justin Trudeau led a majority government. There would be calls for collaboration, and cooperation, and partnership, all that crap. This is what a lot of people seem to think Canadians want, including whoever wrote the speech that got handed to Governor General Julie Payette.

If there’s a big change, it might be less emphasis on big changes. But in the throne speech’s account, that’s mostly because Canadians — despite “sending a clear message” — are really quite happy with what the government has been doing. They just want more of it: an even less partisan Senate, even more action on climate change, even more help for the thriving-but-still-put-upon middle class, more reconciliation with Indigenous people and communities.

“The government will renew Canada’s commitment to NATO and United Nations peacekeeping,” Payette said on Thursday. An Ipsos poll conducted in September for Global News found just 12 per cent of Canadians agreed “there is no urgency required to fight climate change if it comes at the expense of our economy and jobs.” But it also found that 46 per cent of Canadians were willing to contribute precisely $0 per year to fight climate change. Almost no one was willing to pay what the government says the carbon tax costs the average family even as it stands.
