Many people are still concerned about students’ low results on language literacy and numeracy tests. One solution put forward suggests that teachers need better training. As an educator, I also believe that making better teachers is the answer. However, better training is only one change needed to improve teachers’ qualifications.

The need for this teaching experience has concerned me for decades. In 1988, I wrote a letter to the B.C. Royal Commission on Education, suggesting that inexperienced primary grade teachers should teach higher grades for five years before teaching the first three grades. The commission’s secretary replied, saying that I was the first person to present such an idea. This commission was appointed on March 14, 1987, and submitted its report on July 15, 1988.

Of course, it would take time to change policies for my suggested other changes to qualifications, and then more time to graduate teachers with these qualifications. But school districts could immediately begin hiring teachers with at least two years of teaching experience for primary grade positions.
