In September, council unanimously approved measures to address gaps in provincial legislation that leave unlicensed private day homes unregulated. In a bid to improve safety, the new rules mandated unlicensed child-care operations to get business licences through the city and added a slew of minimum requirements, including first-aid certification and criminal record checks. “This has led to a patchwork of regulations across the province, and a two-tiered system where children in licensed child care programs receive significantly more protections from the Government of Alberta than those in unlicensed care,” reads the city’sThe document states incidents, “including traumatic injury, sexual assault and death,” continue in unlicensed private day homes across the province.
“Although the updated Act made strides toward addressing some of recommendations, there were no proactive measures introduced to improve safety for children in unlicensed care,” reads the city’s request.Mackenzy’s mother, Jen Woolfsmith, was part of a duo of women who successfully lobbied Calgary council throughout 2022 to introduce changes for unlicensed care providers at the city level.
