“People feel like they never see the police. They feel like if something goes wrong, no one comes, nothing is done. And things like the charge rates just collapsing for a whole series of crimes,” she says. There’s no magic model that the UK needs to import from abroad – it needs instead to preserve its own valuable tradition.

“Labour’s view, Keir’s view, is actually: we believe in active government, we believe in government taking responsibility and doing things if something is going wrong in communities, then government has a responsibility to take that seriously and to try to act and to tackle things.” Cooper acknowledges it is not enough to say – as some police forces are doing – that they will simply start refusing to attend those calls. She says she is speaking to colleagues in Labour’s shadow health team about a more long-term solution. Anything meaningful, however, is going to cost cash – and that’s something an incoming Starmer-led administration won’t have.
