“Walkers are often in groups, and sometimes in large numbers taking part in events and challenges, which can mean that people cross one after the other, relying on the person in front to stop, look and listen.
Network Rail said while the risk walkers faced was likely to be further exacerbated by proposals to reconnect Horton Quarry to the railway, it was mindful the proposed site was in a conservation area designation and on a highly visible elevated setting. It has called for the plans to be reconsidered and for a full study of the impact on the area’s heritage, and urged the county council to reject the scheme if its concerns were not addressed.
