The most recent batch of fire department reports stemmed from a 2019 inspection of the building. That paper trail ends in December 2020, when a fire department section chief noted that she still hadn’t received a report from Benamor attesting to the compliance of the building’s fire alarm system after his final — extended — deadline had lapsed eight days earlier. The report said the fire department had given Benamor the extension following a discussion with him in late November 2020.

The documents released by the city to the Montreal Gazette under access-to-information on Thursday give no indication whether the violations were corrected. However, certain documents indicate that judicial proceedings were underway in late 2020 and early 2021. Violations found in 2018 related to regulations requiring extinguishers to be maintained and requiring a smoke detector to be hooked up to a fire alarm system at the top of the stairs between the second and third floor.
