WASHINGTON—Nearly half of all employees at the U.S. State Department report experiencing discrimination, bullying and harassment in the workplace, an internal survey reviewed by The Wall Street Journal found, a sign that the Biden administration faces an uphill battle in its effort to build a more diverse diplomatic corps.
The State Department said last month it had completed its five-year diversity and inclusion plan, with the aim of recruiting a more diverse workforce and promoting greater inclusivity for women, minorities and other underrepresented groups. The survey’s results underscore the challenges in reaching those goals.
