World Rugby is reportedly set to implement the system for upgrading a yellow card to a red card during a match in the upcoming World Cup in France.
The system, known as the TMO bunker, was trialled during Super Rugby Pacific and is currently being used in the World U20 Championship in South Africa., World Rugby will introduce the bunker to senior international rugby during the World Cup, which gets underway on 8 September.
During Super Rugby, for any foul play incident where a red card was not obvious, a yellow card was issued and dedicated foul play reviewers in a central bunker reviewed the incident using all available technology and footage. Once 10 minutes have elapsed, the yellow card is either upheld and the player returns to the action or it is upgraded and the player permanently leaves the field, unable to be replaced.The World Cup will reportedly also use the goal-kick shot clock – allowing 90 seconds for conversions and 60 seconds for penalties – to cut down on time wasting by goalkickers.
