The battle for control between the state and HISD began in 2019, whenseven years in a row triggered a possible takeover. The campus has since earned a passing score.
Seven of those districts were predominantly Black, including multiple districts with schools significant to Texas’ African American history. Another seven of the districts taught mostly Hispanic student bodies. Only one district — Shepherd ISD — was predominantly white. Around 66 percent of students in that district are economically disadvantaged.
“We tried everything to get the district back to where it should have been,” she said. “The takeover wasn’t a bad thing in my eyes. To me, it was an opportunity to show the district another way. had every intention of giving the district back to board members.” The annexation led to all of its principals being replaced, with some merging into the new school system. Only 25 of the around 350 teachers in North Forest were hired in HISD.
