If I were on a federal productivity panel, I would advise that we publish a couple paragraphs from Friedrich Hayek’s 1945 American Economic Review paper “The use of knowledge in society,” and then maximize our own productivity by adjourning. Scientific knowledge is great, Hayek wrote. It’s good to understand universal rules. But the functioning of society depends on a different kind of knowledge: “the knowledge of the particular circumstances of time and place.
The productivity problem is how to get more output from the same or even fewer inputs. There are tens of millions of solutions to this problem, each unique to particular circumstances. What’s required is that people benefit by solving it. Increasingly they don’t.
