Our system has already done a good job at filling income gaps for seniors and kids
If you like spreadsheets, Statistics Canada’s big dump of income data last week has given you a fun few days. Personally, I’ve been noodling through Table 11-10-0135-01, “Low-income statistics by age, sex and economic family type.” Doesn’t sound gripping? You’re obviously not an economist.
If we do, we see that in 1976, 2.99 million Canadians had incomes below the low income cut-offs. In 2017, by contrast, only 2.79 million did. It may not seem like much progress, but of course there were many fewer of us then. The 2.99 million then represented 13 per cent of the population of 23 million. The 2.79 million now is just 7.8 per cent of today’s population of almost 36 million.
Another area where progress has been considerable is in lowering the poverty rate among senior Canadians living in families. In 1976, fully 15 per cent of them had income below the after-tax-and-transfer LICO. In 2017, only 1.3 per cent did. Granted, the poverty rate among older people not living in families is still 12 per cent, but that’s a lot lower than 1976’s 64.9 per cent. One in nine single seniors with income below the LICO isn’t perfect but it’s a lot better than two out of three.
