But some local authorities have no PSPOs in place, meaning that no fines can be given out. Others do have them, but do not properly enforce them due to a lack of staff. At the other end of the scale, Bristol has handed out just two fixed penalty notices since January, while Manchester has issued 14 and Newcastle only five.
