Gas prices across the U.S. have been flat in recent weeks — except for California.

California is an outlier and its rise at the pump is due to production problems with the state's specific gas that must meet"At least three refineries have temporarily stopped production due to planned maintenance that's done about every three to five years and usually lasts a few months," Treanor explained.
