“I want to apologize for the RCMP in such a way that, we weren’t what you expected us to be and I don’t think we were what you wanted us to be or what you needed us to be and I wish that we could have been more …” said Brenda Lucki.

Jane Lenehan, lawyer for the family of Gina Goulet, the last victim of the massacre who was shot and killed in her Shubenacadie home on the morning of April 19, 2020, asked the police commissioner about that Highway 224 crime scene. Based on that information, Lenehan asked the commissioner if those RCMP members' actions were within her expectations.
“To have people not tell the family that their loved one is deceased, not knowing where the body was, the only thing I can say, and it is not any solace to the family, is that nobody would do that intentionally, but it doesn’t make it right,” Lucki said. “I think that when the members, when they fall short of expectations, that’s not what they want to do.”
“It appears that the management structure of the RCMP, from an outsider’s perspective, is this incomprehensible web that thwarts efforts to hold the RCMP accountable and thwarts the RCMP’s own efforts to change,” Lenehan said. Lucki said the size of the RCMP — 3,200 employees, including sworn members and civilians, and 750 locations across the country — and the size of each division of the RCMP dictates that there has to be layers that may seem incomprehensible to people on the outside.
Bryson reminded the police commissioner that the Cobequid Court home of his clients’ parents in Portapique was not secured until 18 hours and 45 minutes after the first killing took place in that community.
