'We must withhold payment': Some Joburg residents open to rates boycott amid water crisis

While Johannesburg Mayor Kabelo Gwamanda has rejected a rates boycott following nearly a week of water outages in the City, some councillors and ratepayers associations say residents are open to the drastic action.

Gwamanda told the media in a press briefing on Friday boycotting rates would collapse the municipality in its entirety. And while many agree with him, there are ratepayers' associations and ward councillors who are itching to embark on a boycott, saying while it was not ideal, the City was failing to provide the most basic of services while residents continued to fork out money.
