President Biden arrived to address a joint session of Congress in the House chamber at 9:17 p.m. Eastern Time, having detoured around protesters between the White House and the Capitol who criticized the Biden administration's response to the Israel-Hamas war.

He also called on Congress to pass a plan to build and renovate 2 million affordable homes. The Biden administration has urged Congress to act on border security. President Biden told lawmakers in January that he would sign a bill that passed as soon as it was available.

He called for halving U.S. carbon emissions by 2030. He highlighted electric vehicle charging infrastructure, environmental justice and the Climate Corps, an initiative that he says will employ 20,000 workers on clean energy projects at first and three times that number within a decade.
