Toronto Public Health has a Cold Weather Response Plan that operates for five months between Nov. 15 and April 15 every year to help those vulnerable to, and most affected by, winter weather in the city.For the past 27 years, long stretches of cold weather and heavy snow have triggered extreme weather alerts, which are the basis for opening the warming centres.Article content
During the winter, 1,000 extra shelter beds are added to the approximately 8,000 beds normally available every night in the city.
