Code is expected to be adopted later this year
Council voted unanimously Thursday to direct city staff to provide options for the content of the code that could be adopted later this year.
Mayor Marianne Alto said it’s something she and Coun. Chris Coleman have been pushing for with previous councils and she was happy to finally have the chance to put it into practice. The province requires all municipal councils to consider adopting such a code within six months of their first regular meeting — Victoria had until May 10 to decide if it wanted a code of conduct.
A city staff report recommended adoption of a code to improve accountability and transparency, provide certainty on how complaints regarding council members’ conduct are handled, and provide clear guidelines for councillors on activities like social media posts. According to city staff, a code can range from a minimal principle-based document to an extensive program that could establish an integrity commissioner, explain processes for dealing with complaints and detail how to deal with various situations.If council had opted not to go forward with the code, it would have had to draft a statement explaining its decision.
