He hopped a fence, got past the RCMP team and wandered around the ground floor for 30 minutes, before being foiled by the prime minister’s wife, Aline Chretien, locking the bedroom door and phoning for help, while her husband stood ready to hit the intruder with an Inuit sculpture, if he broke down the door.

The downtown core of Ottawa was placed on lockdown and MPs inside parliament were ready to use flagpoles as spears to defend themselves. The government’s justification for ending it by using the Emergencies Act appears to be that the hissy-fit could have turned violent, or that there was too great of a potential for extremist recruitment.It is that in order to address such events in future with an emergency declaration mechanism, it would need to spell out that measures can be initiated preventatively under the precautionary principle.
