Según Venezuela, el Esequibo le fue robado como parte de su territorio cuando se trazó la frontera a finales del siglo XIX.
Maduro también ha declarado que son ilegales las concesiones petroleras otorgadas por Georgetown en áreas marítimas frente al Esequibo, argumentando que Guyana no tiene jurisdicción en esas áreas marítimas que están aun sin delimitar. Guyana considera que la llamada “Ley Orgánica para la Defensa del Esequibo”, así como el referendo consultivo y otras acciones del gobierno venezolano son pasos hacia la anexión de ese territorio.
