Vaughn Palmer: B.C. premier centralizing government power in his officer
Vancouver Sun Informed Opinion
Horgan was better at delegating to cabinet ministers — leastways to senior ones — than were more controlling predecessors like Gordon Campbell.Take the announcement late last month that he was appointing Doug White, a lawyer and former chief of the Snuneymuxw First Nation, as special counsel in the premier’s office on Indigenous reconciliation.
Looking back to meetings with Indigenous leaders as attorney general, Eby recalled that many of the issues he hard about crossed over several ministries. The appointment also sets up a two-track process for Indigenous leaders seeking action or relief from government. They can go through proper channels with the several ministries in charge of land, resources, the environment, social programs, finance and Indigenous relations. Or they can cut their way through the bureaucratic thickets by getting Eby’s ear directly, through the special counsel in the premier’s office.
Yet the premier’s office maintains that there has been no overall increase in staffing or in the $15 million annual budget for the premier’s office.
