GIWUSA Spokesperson Koketso Phasha suggests that government should consider eliminating the tender system. "The 'tenderpreneurial' class is merely a symptom of this broader disease, which has infected the very fabric of the country's governance system. The fact that only 34 out of 257 local municipalities achieved clean audits, with 223 flagged as poor performers, is a testament to the systemic rot that has taken hold.
