Among the soldiers are some of the defenders of Azovstal, a steelworks in Mariupol where Ukraine held out for months in desperate conditions against the Russian invasion. Russian-installed leaders in occupied areas of four Ukrainian regions, including Zaporizhzhia, on Tuesday set out plans for referendums on joining Russia.
