The institution awarded the contract for the erection of electric fences, among other things, to Talima Management Services.The Tshwane South College in Pretoria has been accused of flouting its supply chain management policy after awarding a R5.8 million contract to an existing service provider instead of putting it out on open tender.

The institution's SCM documents specify that long-term contracts and goods or services above a transaction value of R1 million must be procured through a competitive bidding process. But the technical and vocational education and training college - one of 50 in the country - awarded a contract for the erection of electric fences, among other things, at its Atteridgeville and Odi campuses in Mabopane around August last year to Talima Management Services without open tendering.South Africans need to be in the know if we want to create a prosperous future.
