Dr. Nasiphi Moya, the mayor of the City of Tshwane , addressed the media on Tuesday to highlight her administration's progress during her first 100 days in office. She assumed the role on October 30, 2024, following a motion of no confidence that removed the previous DA mayor, Cilliers Brink. Moya acknowledged the challenging circumstances she inherited, including a strained budget, a debt exceeding R11 billion, and historical issues plaguing the city.
She emphasized that Tshwane was in a state of neglect, characterized by dirty streets, inadequate infrastructure, and stark disparities in service delivery between affluent areas, townships, and informal settlements. Moya pointed out the particularly troubling contrast between prosperous suburbs like Waterkloof and impoverished areas like Winterveldt, where residents have long felt neglected and experienced unequal access to essential services.Despite these challenges, Moya's administration has made notable strides. They repaired over 21,000 streetlights, restored 291 high-mast lights, and commissioned 19 new ones to enhance visibility and crime deterrence. Additionally, they tackled a backlog of 692 potholes, successfully repairing 687 and resurfacing a 16km stretch of road in Ga-Rankuwa. Notably, Moya highlighted significant progress in addressing the Hammanskraal water crisis in collaboration with Magalies Water and the national Department of Water and Sanitation. On the financial front, Moya's team issued 242,000 final notices for outstanding debt, generating R285 million. They also disconnected 66,000 accounts. Moya emphasized their commitment to maintaining a cash reserve of at least R50 million per month, noting that their reserves currently stand at R368 million. The city has also installed 3,207 smart prepaid meters, improving billing accuracy and energy management. Moya stated that efforts to reduce electricity losses have yielded positive results, with losses decreasing from 22.78% to 20%.Cilliers Brink, the opposition leader, expressed concerns about the current coalition's sustainability, stating that they could only rely on the previous administration's work for so long. He pointed to an under-collection of R300 million in electricity revenue within the past 100 days, suggesting that revenue collection efforts might be lagging under the new coalition. Brink further criticized the coalition's claim to credit for the Hammanskraal water project, citing renewed complaints about the water's quality.
