Six fishermen were aboard the Chief William Saulis scallop dragger when it sank on Dec. 15, 2020. They were Charles Roberts, Aaron Cogswell, Daniel Forbes, Michael Drake, Geno Francis and Leonard Gabriel.Six Nova Scotia fishermen might have made it home safely more than two years ago if there was better oversight of and adherence to fishing safety regulations, Transportation Safety Board investigators said Wednesday.in the early hours of Dec. 15, 2020.
The panel recommended that inspections of commercial fishing vessels verify that required written safety procedures are available to crews and that they are familiar with these procedures. Drake’s body, which did not have any lifesaving equipment, was recovered Dec.15. The other five men were never found.The panel’s investigation identified several key factors that contributed to the tragedy.
Fishing crews will typically shuck scallops on their way back to harbour. But in rough seas such as on the night of Dec. 15, they will usually rest inside the vessel and finish the work once in port, the panel noted. Finally, while the owner of the Chief William Saulis, Yarmouth Sea Products Ltd., had provided all vessels in its fleet with a manual for vessel operations and safety, most of the safety procedures were based on templates provided by Transport Canada.
