The latest updates as Rishi Sunak addresses the final day of the Conservative Party conference in Manchester, a gathering that has been dominated by the future of HS2.
The prime minister is on his feet addressing what could be the last Conservative Party conference before the next general election.
On net zero, the PM says:"won’t take any lectures from other countries that have done far less than us"; And he hits out the Labour leader, saying:"While we're busy thinking about the future of the United Kingdom, Keir Starmer's just banging on about Europe"; The PM says continuing with HS2, given the amount of money spent,"would be an absurd reason to continue: an abdication of leadership";The PM announces a plan to"bring forward measures to restrict the availability of vapes to our children. Looking at flavours, packaging, point-of-sale displays and disposable vapes";
He re-announces that the government will"legislate for sexual and sadistic murders to carry a full life term"; Moving to the topic of education, the prime minister says the government will stop universities from enrolling students in"rip off degrees". "My story is a British story," the prime minister continues.
"We must end the national scandal where our benefit system declares that more than two million people of working age are incapable of actually doing any," he says. "We are by no means where we want to be, but don't let anyone tell you we aren't making progress," he says, outlining how his government has overseen the swift detaining and removal of illegal migrants. He then addresses Labour, who he accuses of trying to do a deal with the EU on the matter. "We have to stop them," he adds.
