The Ontario Review Board says Rohinie Bisesar lacks insight into her crime and considers herself a victim of her schizophrenia

A woman found not criminally responsible for killing a stranger in a Toronto pharmacy has been ordered detained in a mental health hospital because she remains a significant threat to the public.

The Ontario Review Board – which decides if and how not criminally responsible patients should be detained – says Rohinie Bisesar lacks insight into her crime and considers herself a victim of her schizophrenia. Bisesar appeared before the board for the first time in February following a judge’s ruling in November that she was not criminally responsible for the 2015 death of Rosemarie Junor.In a detailed decision released this month, the board says Bisesar believes she is ready to be discharged into the community, but is currently being held at the secure wing of a Toronto mental health hospital.

The board heard Bisesar has been applying for jobs in the community despite the fact she is not allowed off hospital grounds without supervision. Bisesar’s medical team believes she could improve enough within the next year to be moved to a general unit of the hospital to further her treatment.
