City data shows that Toronto turned away an average of 273 people a day from shelters during the month of June, a record high for a city struggling to provide for its homeless population.
Those numbers come amid a growing crisis in Toronto that has seen refugees and asylum seekers sleeping on the streets outside a shelter intake centre as the city clashed with the federal government over funding.
