Qureshi said a large percentage of collisions involving cyclists and pedestrians take place downtown, so it makes sense to have a reporting centre that is more convenient. “Where evidence exists and the issuing of tickets are warranted, the laying of a charge is always an option,” he added. Shellnutt recalled one client, a cyclist, who fractured her ankle in a collision downtown and then left the scene to go to the hospital before police arrived. Later when she called it in, police told her to go and report it at the North York location.
