Tracey Cook was hired in 2012, rising to deputy manager and serving as interim city manager for five months in 2022.

Tory, however, fully backed Cook. When she was promoted to deputy city manager last year, he hailed her “passion for Toronto and dedication to serving its many diverse communities.”

In an email Tuesday, Cook said her husband has been retired for almost 14 years. “I am eligible to retire, and it is the right time for family,” she said. She said it makes sense to leave at the start of a new council term, adding she didn’t apply for the city manager job because she already planned to end full-time work. She said she might do some consulting or serve on boards.
