"This summit has become the kick-off of the European political season. Those who want to get into the ring or who have a clear message to send can do so," said an EU diplomat. Also included is the post of president of the EU Council - now held by former Polish prime minister Donald Tusk - and that of the EU's diplomatic chief, now Italy's Federica Mogherini.
