The eyes of the entire British Empire were on Ottawa on this date in 1932 as leaders from the U.K, led by Prime Minister Stanley Baldwin, and British Dominions gathered to help devise policies to jointly help the Empire weather the Great Depression.
Canada’s R.B. Bennett chaired the month-long conference which unfortunately ended with little – beyond rhetoric – accomplished. Bennett had fought for more preferential trade within the Empire but Baldwin and his team weren’t biting. Historians today often criticize Bennett when discussing the Ottawa Conference but some commentators at the time were not as tough on our guy.
“Today, the ruling statesmen of the Empire have a clearer understanding of the problems of each unit in that Empire, and of its relationships with the outside world, than they ever had before,”reported at the time. “They have listened to very plain talk and been up against hard facts. The too idyllic idealists of Empire have been sobered by a new and, to them, startling business diplomacy, and the too practical politicians have absorbed a little idealism.
