ed a shotgun Friday, purchased by a friend of the sheriff's department. Elliott, who keeps abreast of crime via a police radio in his car, was criticized by Commissioner Jamie Bray for carrying a county-owned shotgun on his nightly patrols. Presentation of the gift shotgun is expected to end that dispute between the feuding commissioners. At right, is Captain Joe L. Thorp of the sheriff's department.
He didn't have to go far to find action, as he heard a man was breaking into a vehicle in the 600 block of Westheimer. Elliott was able to ride up on the scene and, using a shotgun loaned to him by the sheriff's department, make a citizen's arrest. Two were taken into custody. "We need more people getting involved like Commissioner Elliott," said Chief Deputy Sheriff Loyd Frazier.
Elliott was a frequent sight at police scenes, earning the nickname"Shotgun Bill" along the way. He died in 1991 at the age of 77.
