Tony Mancini is a Halifax councilor for District 6.HALIFAX, N.S. — Two years ago, he asked for a review of policing services in Halifax Regional Municipality. It was a system that evolved out of the amalgamation in 1996. And by 2021, there were a lot of questions about the future of policing, and not just in Halifax or Nova Scotia. Dartmouth Councillor Tony Mancini says they wanted to know if they had the right model in place for what residents wanted and were paying for.

I know it is a question ‘Will they change?’ Will, the federal government change? Will the RCMP federally change? Locally, the RCMP and have new leadership and the Chief Superintendent has been great and really good to work with, eager to work with us. But he doesn't make the final decision. And so that's the big question.

This report talks about that. I'm just reading here, we're talking about peace officers and civilian responders and community led positions like navigators and health care workers being part of that model. And we heard that in the report, we heard in the Mass Casualty Report. It's consistent.When we look back to former Chief Jean-Michel Blais, who had an RCMP background.

When we have different ways of doing things? There are two different types of police forces. This report talks about some of the challenges we're having. Part of it is because of this lack of integration. So getting there would be great and ideal. I keep repeating myself. I don't know how realistic it is to get there.The ask here, and we haven't finished the conversation by the way, we ran out of time yesterday, and the next council meeting will finish the conversation.

Integration? Great. I think that that is great. If we can go there, I'm all for it. I don't know at this point in time, I really don't. I have some opinions, as I just stated, some of them. But I'm looking for the evidence, the data to tell us what direction. I'm hoping in 18 month’s time, we've made some improvements on policing the way that we're existing now.

It is tough being a cop. When I see a police officer in our municipality, I always introduce myself. And I have a conversation. And I ask them, how's it going? Some of them tell me and some of them don't. But it's tough being a cop. It's tough put a uniform on. It's not the same situation where we have the same high regard for policing. I do. But it is a challenge.
