The rate increases went into effect on Feb. 6, The Home Depot said. Some employees saw the increase reflected in their Feb. 17 paychecks. Others will see it on Feb. 24.in Philadelphia rejected the first store-wide labor union. Workers voted 165 to 51 against forming Home Depot Workers United, which would have represented 274 employees at the store, according to the National Labor Relations Board, which oversaw the voting.
