'Best of' awards are always subjective, but I think it's fair to say the Grammy's videogame category is not in great shape.
Much of this may be due to the way the Grammy nominations are made. Unlike the specialist Game Awards, the Grammys are all about the music industry as a whole. That means it covers a much broader range of genres and sources, and also that its processes are more old school: Grammy nominations are made by either, or by record labels or media companies that have registered with the Recording Academy.
I suppose it's possible that the Grammy nomination process is arcane enough that there just weren't enough entries in the videogame category, and so they went back further than they normally would to fill it out to five. Such a shortage of material wouldn't be unprecedented: In 2019 the Writers Guild of Americabecause their weren't enough nominations, a situation driven in large part by the WGA's equally exclusionary eligibility rules.
