Cost-of-living adjustments to the pensions of retired Texas teachers haven’t happened since the summer of 2004.As 2022 ended, Congress didn't act to reform a Social Security penalty that costs 200,000 Texas retirees, mostly teachers, up to $500 or more a month, spoiling a rare chance for a bipartisan solution to help them.
“Well, I think we were more hopeful that we were getting people’s attention to get something done," said Cathey Meyer, who worked in San Antonio-area schools for 28 years before starting a second career with an FBI counterintelligence team in Houston. Still,"I was not surprised that it didn't get passed because honestly I don’t think it’s going to happen in my lifetime."
The bipartisan push last year marked the closest that reform efforts have come to passing in decades, said Monty Exter, a lobbyist with the Association of Texas Professional Educators. Social Security is so politically difficult to change that it's known as the"third rail" of American politics — touch it, you die. Any changes to the program must take into account the effects over a 75-year period, and a full repeal of the windfall provision would cost billions.
